This is the thirty first paper in a series of publications that are dedicated to fundamental problems of geoinformatics, such as the subject of scientific research, methods of solving its specific tasks, etc. In their thirty first article the authors are discussing the problems of the new discipline – the non-gegelian philosophy that is working out the mathematical model of the Universe. On the basis of such model there can be solved a lot of problems that have not been solved so far, for example, the problem of the proton-electron mass ratio.
